Questions: 

On alpha, with PSI, the IO$M_REDIRECT function permits a
redirection of a call which doesn't match the higher 
filter of an application.

The call is not rejected immediatly if the X29 service is
diseable and there's no service that can catch the call.

The call is released with a LIB TEMP.
BUT If X29 is installed, the call is catch by X29 service.(it's ok)
BUT If there's no service, the call is immeditely rejected with
lib 00 80.(it's ok).

It's a bug, which patch may repair this?

Sounds like a feature to me. If you don't enable X.29 support, the X.29 filter
won't be active. If the call is redirected by the first matching filter but
doesn't match any other filter, it will be rejected (as it is meant to be).
