:Yes, but the support is installed separately from a kit provided with V7.1.

   While the kit is available, it's `supported' only with an optional
   contract, it's not generally supported.  By default, OpenVMS V7.1
   installs with no DECnet, and can optionally install DECnet-Plus
   during the OpenVMS installation.  To choose DECnet Phase IV, one
   must select no DECnet, and perform a seperate installation of the
   DECnet Phase IV kit after the OpenVMS installation has completed.

   Also be aware that DECnet-Plus is backward-compatible with DECnet
   Phase IV.

    I don't think that's what the customer is asking.  I think they are
    a long-time VMS user worried by the repeated pronouncements that
    Phase IV will no longer be available in some version X, where X keeps
    moving out into the future.
    
    When you upgrade to V7.1, you can upgrade the Phase IV support as well.
    The customer wants to know whether or not he'll be forced to move to
    DECnet-PLUS, and the answer is "no".
