Questions:

With TCP/IP services V4.1 and DECnet/OSI V6.2
can I run TCP/IP over X25? If I can, how? If I can't,
what else do I need?

DECnet-Plus (formerly DECnet-OSI) supports operations over X.25, with
additional functions available with optional X.25 software. See SPD
  SPD 50.45.xx, SPD 25.03.xx, 47.37.xx, and 36.05.xx, among others.
(The first two are the DECnet-Plus SPDs for OpenVMS Alpha and OpenVMS
  VAX, respectively.)

I am not aware of a way to run Digital TCP/IP Services (UCX) over an
X.25 transport, per RFC877 or similar.

Various gateways do support X.25 connections and permitting IP access
on the `LAN side', and these gateways are effectively transparent to
  IP packages.
