Are there any products( Digital or 3rd party) that will
allow me to access RMS files from a MS Windows
application( ie MS Access) via ODBC( or some other
direct SQL) link?

There are third-party ODBC servers for OpenVMS that allow access to
RMS files. (No, I do not have contact information for these.)
