   At one leve, the answer depends on the format of the CD-ROM.

   Both OpenVMS and PC systems can read ISO-9660 format CD-ROMs.

   I am not aware of ODS-2 format file system software for a PC,
   though there may be a few applications around.

   Some OpenVMS CD-ROMs are dual-format -- the data is accessable
   both as ODS-2 and as ISO-9660.

   The availability of tools to read the data on the CD-ROM is also
   an issue -- bookreader-format documentation files and OpenVMS
   software binaries are not generally useful nor intelligible on
   a PC.
