Yesterday I upgraded a V3.0.7 LINKworks OpenVMS server to V3.0.8
Basically everything went fine except that after instcell the cell didn't
start. We received an error to the affect the administartion process was
already running and aborted. Tried manually running startcell and got the same
result. The only ecourse was to stop the mgmt and then run startcell.
On all the other platforms I haven't encountered a situation where I couldn't
start the cell if the mgmt was already running.
Is this a bug or a feature?
