    i'd like to chalk this up to user error as neither i nor the user can
    duplicate it.
    
    user selected her OUTBOX, refiled all 115 messages to folder call test.
    selected all 115 messaged in folder TEST. did XS. she swears she did
    not get the TO: screen. 
    
    she did get a dialoge box saying that XS could not be used on UNSENT
    messages. but this didn't show up til message 110.
    
    it seems that the messages were resent to their original distributions.
    i know this because I received my fair share of them.

    I think they must have used MCD rather than RFD.
    I think this is expected behaviour for MCD. 
    I use it all the time when testing. 
    IO, ALL, XMCD CREATED, IC, ALL keeps sending the same messages.
    
    If you copy a SENT message it becomes UNSENT rather than COPIED and
    thus can be re-sent using XS or S.
    
    I believe it is assumed that if you are the author of a Mail message 
    then it will assume UNSENT status when copied. I am sure this has been
    discussed before but I will leave it to the more knowlegable to explain
    the logic used.
