As you imply, it seems like your customer is hitting the version limit
on that directory/file. The Create account job is submitted under the
Manager account (so that privs are ensured, and so Admins can do it).
The A1SUBMIT command then opens the A1SUB.LOG as a matter of course.
Now, I know we've had problems with version limits before, with logs in
other parts of the product. Your best workaround is to ask the customer
not to set the version_limit attribute in the manager account -
ALL-IN-1 doesn't do it when we create the ALL-IN-1 Manager account (I
don't think!) so it must be local.
If he/she has problems with this, please let us know what the version
limits are, that they have set, and give us a pointer to the Create log
for a failed Create User.

This note is similar to note 4180 except it gives more detail.
When I created five ALL-IN-1 accounts with version_limit of A1SUB.LOG
set to three,a sub-process was found to be hang in LEF state.Two accounts
could be created & the sub-process remained in this state even its priority
was raised to 10.
After quite a long time,I exited ALLIN1 & this sub-process went away.
However,there was no logfiles for these few accounts creation failure.
