    When installing MUPA, and installing the language saveset, to provide
    the CART data file, there seem to be two different data files provided.
    
    The background to this is:-
    
    The cuatomer installed the data file, and ran the CART. He was looking
    at the CART report, and it only flagged three elements. Reading the
    release notes (I know this is unusual for a customer!), he looked at
    the lits of elements which are changed, and noticed one of the
    elements, a form called EMEDHD. This has been customised on his system,
    and he wondered why the CART hadn't flagged this, as there could be a
    conflict between his customised element, and the new element.
    
    When he examined the list of changed elements, they have a lot of
    customised forms which the MUPA installation will replace, but the
    changes will not be picked up, as there are elements in the SITE area.
    
    Looking at the CART data file, it's 174 blocks long, and it doesn't
    mention the form EMEDHD.
    
    It seems that in the kit, there are two data files, one which is
    C_CM$CART... and the other one is M_CM$CART.... One of them is about
    double the size of the other, and has got lots more elements in it.
    
    Why are there two different CART data files in the kit, and what is
    looked at on the system to choose which one it restores.
    
    The customer is quite worried about this, and he's already got the
    down-time scheduled to install the patch, so a speedy response is
    appreciated.

    The MUPA installation installs patch V3.0-1 if it isn't already there.
                                                                    
    Because of this, two seperate CART files had to be produced; one to
    report MUPA elements only (M_CM$CART$BASE$CHANGES$OA$V30A$US.DAT), and
    one to report V3.0-1 and MUPA elements (D_CM$CART...). 
    
    When the CART file is installed, the procedure looks at the
    A1PATCH$CONFIGURATION.DAT file and checks if Patch V3.0-1 is already
    installed.  Depending on the outcome, the procedure will either rename
    M_CM$... or D_CM$... to CM$... and provide that.
