A customer has noticed considerable problems in fetcher performance
after upgrading to ALL-IN-1 3.0-1 on several clusters. They have done the usual
tuning stuff and have discovered a problem with the fetcher.
The following message is appearing in oa$daf_err.log frequently.

OA$SHARA858:ZUTWCRF3FJ.WPL
ERROR: deadlock detected.
It appears this error is occuring for every recipient on a mail message and
occurs intermitently.
