Hi A customer tries to upgrade ALL-IN-1 second language to V3.0. He has only personal licenses (ALLIN1-PERSONAL). please see note 2226 amongst many others. Whilst the code supports
secondary language personal use licenses someone in MArketing/Licensing
whatever decided not to sell them except I believe for japanese.

oh ALLIN1-UI-FRANCAIS exist in VTX so why not sell the
customer one of those but interestingly I didn't see ALLIN1-UI

V2.4 used to allow all secondary languages to work if you had a
personal licence for the original language. We closed this loophole in
V3.0, by looking for the PUI licence, but after designing and
implementing all the code, they were never sold.
I don't know what you do to get round this, perhaps give them (or sell
it if you can :-) ) a capacity UI licence for the second language. It
would depend on how business is done in your market.

PS I expect the ALLIN1-UI licence is the licence that we briefly sold
during V2.3, but only in the US, I think.
