IOS 3.0-1 on VMS 5.5-2

Intermittent access problems where replying to an AUTOREPLY-set user caused
this error:

...OA-E-DBEOR,  Error opening RPLYHS
                Insufficient priv or file protection problem ......

Naturally, trying a bit later worked OK, the customer claimed.

Is there any locking problem say by concurrent updating of this file ?
The S: protection t still requiresRWED despite of the full priv'd OA$MAIN
Is this intentional ?

    STARS gave me two matches on this - note 2576 only a month ago and
    note 2451 in the _v24 version of this conference. Both were answered
    by GAP so he's obviously the expert in this area.

    I had looked briefly at note 2576 but believed this problem, if genuinely
    claimed so by the customer, was intermittent, of same nature as note
    2505.
    
    On note 2451 of ALl-IN-1_V24, I also noticed from GAP's reply that the
    S(ystem) protection setting shouldn't need to have D(elete) for
    REPLYHIST.DAT, which seemed to match my testings.
    
    Have asked the customer to monitor this problem esp. the protection
    mask when it recurs

    Thanks for the compliment Andrew, but I think my knowledge of AR is now
    exhausted.
    
    Could there be a difference between whether the mail is delivered
    locally, first class - when the write to the REPLYHIST file would be
    done in the context of the sending user, and hence image privs would be
    needed, and if it was remote, or local second class, and hence in the
    context of the POSTMASTER account.
    
    The POSTMASTER (i.e. ALLIN1 (sic) VMS account) might be running with
    different default privs, like BYPASS for example...
    
    Or perhaps it's when the file gets extended, and a diskquota problem
    occurrs? Again, the image might have EXQUOTA and not the POSTMASTER or
    viceversa.
    
    Can you try adding a security ACL for unsuccessful access and see if
    that narrows down when the problem occurrs?
