| This might be happening because mail sent from ALL-IN-1 using
underscore addressing (e.g. _IOSG::PYE to mail me) appears to come from
the Postmaster, and hence when replied to goes back to the Postmaster.
Normally the Postmaster's account is set to not receive mai, and hence
the mail is rejected.
You could allow the Postmaster to receive mail, and go in and sort it
out manually. Or perhaps autoforward it to MANAGER, although I'm not
sure if this would have any side effects.
Perhaps you should stop people sending stuff out in the first place in
a way that causes the mail to appear to come from the Postmaster.
Messages to the internet addressed like this:
"[email protected]"@VBORMC@MRGATE
work for me, and can be successfully replied to.

| Further to Graham's answer:
the only reason that POSTMASTER won't receive mail is because
his/her/its MAIDES is set to NO MAIL. So if you change it to ALLIN1
[sic] or ALL-IN-1, POSTMASTER will receive mail quite normally (it's a
normal user as far as ALL-IN-1's concerned.) Then you'll need to log
into POSTMASTER (VMS login to the ALLIN1 account, then do
$ALLIN1/U=POSTMASTER. You may need to supply an ALL-IN-1 password).

ALL-IN-1 IOS Mail Mgt. Guide chapter 1.5.3:
"You must not log in to the Postmaster account, as this interferes with the
running of Sender and Fetcher."

| Except in those cases where sites have implemented the mechanism to split
the Sender and Fetcher, typically creating an "A1SENDER" and "A1FETCHER"
profile entry. (Also described in the ALL-IN-1 IOS Mail Mgt. Guide)
