I'm sorry our licensing guru (Paul T.) is out at the moment.
He'll probably come back and correct me tomorrow!
I seem to recall, vaguely, something being wrong with the Personal
Licenses themselves on this version (which I assume to be V2.4?)
I can only recall something about the LMF units issued being for
'4 users only' and something about 'being out by a factor of 100'
This may be the source of your problem. Perhaps someone else can give
more solid information, because I can't find the release notes or
wherever, in which I read this.
All the MAL stuff was removed in V3.0. I am not sure about the locking
of the account, but it sounds like the sort of thing that might be done
to a utility account.

Back in those days, as well as (trying to!) limit the number of users
on a Personal License, there was also code that checked, before a new
user account was created, whether there were sufficient license units
left, to permit another user. Excepted from this count were the
so-called 'utility' accounts (IVP, POSTMASTER, etc.) so they did not
hit your account quota. This was, as far as I can see, the only benefit
of being classified as a utility account. (Remember LMF checking does
nothing in a mandatory fashion anyway - you could still go ahead and
create the account, if you wished to override the warning). You will
also find a Profile field - UTILITY - still present.

Yes, this is a bug in V2.4. Things get multiplied by 100 a bit in
V2.4. This is all different in V3.0.

Not sure. I suspect this is the way it is supposed to work. Utility
accounts are typically for doing things like running multiple
sender/fetchers so you shouldn't be using them interactively.

The MAL stuff was removed, but not the classify accounts stuff.
This has moved to be off MSY Manage ALL-IN-1 System menu.

In V2.4, not a lot as the personal license checking gets it wrong
anyhow. In V3.0 classifying an account as utility means you don't
have to put the username in the license's reserve list. You are
supposed to use it for the same purposes as you did in V2.4, for
things like running multiple sender/fetcher. As for where you draw
the line on what is a utility account and what isn't, you could
probably get a number of opinions. The point is that if someone
were to audit your system, they could look at your personal license
and see a list of all the users that can use it, and this wouldn't
include your utility accounts.
