Nope, not from an FCS point of view. As far as the FCS is concerned
a cluster is a single partition and all nodes are equal.

Technically it would work if:
1) You had all the required IOS files in the proper place

Basically what you are asking is possible but highly unsupported and
strongly advised against.

From a licensing view, I believe that there is no license currently
available which allows FCS only to run on a node. I.e., ALL-IN-1
must be licensed on the node in order to run FCS.
As of July, 1992, you do not have to have the whole cluster licensed
for ALL-IN-1. That is, it's OK to get licenses for just the nodes
which will run ALL-IN-1. However, you must have a license for ALL-IN-1
even if all you want to run is a subset of the product like FCS.
