Check the partition seeding log file :
OA$LIB:OAFC$PART_SEED.LOG
It may well just say that it failed to seed the drawer, but it's worth
checking just in case.
Also, look at the users profile entry and ensure that all the fields
are valid and correct. In particular, that the user's LANGUAGE field
has an entry.

If the account didn't have a MAIN drawer, then that's the message you
would expect (was it actually "Drawer directory does not exist"?). Do
you have any idea why the account does not have a main drawer, or is
that what you're asking us? Is it possible to look at his ALL-IN-1
directory (PROFIL.DIRECT["LUKE.DIRECT"] and see if the usual DOCDB.DAT
etc are there?
Did this account work before the upgrade?

I checked the logs - the upgrade log entry just looks like :
LOVE.THOMAS MANU_DISK:[TLOVE.ALLIN1] 1
LUKE.DEREK MANUFACTURING_DISK:[DLUKE.ALLIN1] 0
LYALL.STEVEN PURCHASING_DISK:[SLYALL.ALLIN1] 0
Just noticed - there's another failure. All but 8 accounts seeded
OK, in fact.
The individual "LUKE.DEREK" log entries look basically the same, no
extra information there unfortunately.
I checked his profile entry, and all seems to be OK, including the
Language entry - set to BRITISH.

The message was "Drawer does not exist". I understand that during
the upgrade the script OAFC$PART_SEED.SCP runs to create a MAIN drawer
to house all the docs in the users' old v2.4 file cabs. This has worked
OK for all except 8 users, including LUKE.DEREK. I'm afraid I have no
idea why the drawer hasn't been created. His account was apparently
working fine before the upgrade. DOCDB.DAT and DAF.DAT etc are all
there.

Check the protections on the user MFD directory as well as their
ALLIN1 subdirectory. We have noticed several occasions where the
partition seeding will fail if system has no access.

Bingo !
ALLIN1 subdirectory protection had no SYSTEM access. Granting
S:RWED was all it took to successfully seed the drawer.
