To create a group, a user must have a profil priv.  This
priv. is set to N by default.  What harm would it be to 
enable this priv for all users in the profile?  Why have
a priv for this service?  What has everyone else done in
this area?

    Hmm, I think I miss something, but an account is supposed to be created
    according to a template (SM DTC). Does the template you use have the 
    'Group' field value set to 'N'?

    Lots of ALL-IN-1 groups being created without any reason/planning?
    
    CREATE_GRP (the privilege) is one of those which I'd recommend to be
    set to "N". Most of the other new privs I'd set to "Y".  But that's
    just me.

Why set it to N?? 

      'cos if you set it to Y as a default then:

      A) you can have an upset System Manager (each group is a new entry in 
      the rights identifiers VMS system file) and

      B) you can have an upset "CEO" (where "CEO" is the most senior person 
      on your system - he can see all the groups that anyone has created - 
      and wonders why his people are playing at creating groups - instead 
      of gettig on with their work).
