    I just added CMS so that my customer could use the Merge Base 
    Element (MBE) option. Right off we got an error that said
    that no CMS Library was found in OA$SITE_CMSLIB directory.
    I created the Library and put it into a Directory called:
    
    	[ALLIN1.SITE.CMSLIB] 
    
    I then manually created the OA$SITE_CMSLIB logical, and pointed
    it to the above directory....My question is:
    
    	Where does the logical OA$SITE_CMSLIB get defined?
    
    	Is there any documentation on setting up CMS so the 
    	MBE option will work correctly? (I'm sure there is, and
    	I just don't have a full documentation set)

    Having the documentation handy wouldn't have helped you since it isn't
    documented. Searching the old field test conference which is where I
    found out how to do it suggests you put:
    
    $define/system/executive oa$site_cmslib sys$sysdevice:[allin1.site.cms]
    
    in A1V30_SITE_START.COM
