Since DECwindows V3 is still in development, it would be premature
to publish differences between it and MIT X11 R4.

Is there anything in particular you need to know about?
3118.2Proposed release platform ?YZR500::OMELEYWelcome to the Machine...Wed Aug 22 1990 02:5610
    Another question along these lines... what is the proposed Ultrix and
    VMS releases that will include V3 DECW, (post VMS V6 ? Ultrix 4.?)
    Will it also include the Motif WM and toolkit ?

    Also is LAT transport going to be provided for Ultrix and VMS hosts or
    will it just remain for the VT1000 and alike.

    Thank's

It is still undetermined which VMS release will contain DECwindows V3.
About all we can say is "next yearish".

That is the plan.

There are no plans for a LAT transport for VMS servers.
