I'm new with decw and I'm taking a look at the pascal helloword
I cant find the file decw$dwtdef.pen anywhere

The Pascal version of Helloworld doesn't use decw$dwtdef, only
DECW$DWTWIDGETDEF. Is that what you mean?
Only the .PAS version is supplied in sys$library, so you must
create the .pen file yourself with
$pascal/environment SYS$LIBRARY:DECW$DWTWIDGETDEF

Make sure you are SET DEFAULT to SYS$COMMON:[SYSLIB] or use
$ PASCAL /ENVIRONMENT=SYS$COMMON:[SYSLIB] SYS$LIBRARY:DECW$DWTWIDGETDEF
to make sure the PEN file doesn't get into the node-specific
directory.
