Hi,
I have a customer who wants to know "why" a mailbox will login
before the decterm window does. I notice that it terminates soon
after it logs in. I have the accounting logs below, also if you
put a $ WRITE filename F$GETJPI(F$GETDVI("","TERMINAL"), this will
show two logins for one decterm activation.

From testing done under DECW V2 (specifically VMS v5.3-1)...
LOGIN.COM & SYLOGIN.COM are both run twice when a DECterm is created
from the session manager. Once for the TW process and once for the MB
process. The session manager creates a process (MB) which in turn
creates the DECterm (TW) process. The terminal controller, DECW$TE_#
does not run either of these command procedures.
LOGIN.COM & SYLOGIN.COM are run only once when a DECterm is created
via the CREATE/TERM command. It is run from the TW process.
