    Hi,
    
      I have a customer running VMS V5.3.  The hardware is a 3500 
    and it is set up for 2 interactive users.  If you boot the 
    machine and then login through the login box, it will start the 
    session manager and then the box for the filevue will come up, 
    but you can not click on it (or anything now) because we are
    locked up.  The DECW$SERVER_0 process is in HIB, the DECW$WM_2 
    (this may a weirdness, because I would expect _1) is in a LEF 
    state, this process has just run DECW$WINMGR and it waiting for 
    something, the username_SM_1 is in a LEF state, this process has 
    just run VUE$MASTER and it is waiting for something from it's 
    mailbox.  I have checked most or all of the sysgen parameters 
    and everything is at or exceeds the recommendations.  If there 
    is anything that I have missed or that I can clarify please 
    respond.

Hello,
We had same problem and found some workaround.
	
  1. This problem only occurs in the following environment.

	Software : VMS V5.3(-1)
	Hardware : VS3500 
                   CPU  KA650-BA  REV V5.3 VMB V2.7 
                        (FCO KA650-F-001)

  2. DECW$STARTUP runs three times in the system boot sequence.

	STARTUP$STARTUP_VMS database
	  SYS$STARTUP:VMS$CONFIG-050_VMS.COM    ------(1)
	  SYS$STARTUP:VMS$LPBEGIN-050_STARTUP.COM ----(2)

	STARTUP$STARTUP_LAYERED database
	  SYS$MANAGER:DECW$STARTUP.COM	 -------------(3)   <---- funny !!

We solved this problem by removing DECW$STARTUP.COM from the
STARTUP$STARTUP_LAYERED database.
But,we can not find the reason why DECW$STARTUP.COM is added to the
STARTUP$STARTUP_LAYERED database. 

What about you ?
How did you solve this problem ?
Did you submit SPR or CLD ?

    DECW$STARTUP should run twice during the system boot sequence:
    once from VMS$CONFIG-050_VMS and once from VMS$LPBEGIN-050_STARTUP.
    
    I don't know what the STARTUP$STARTUP_LAYERED database is, but
    DECW$STARTUP shouldn't be in it.

Yes, I also can not understand why DECW$STARTUP is called in direct from 
the STARTUP$STARTUP_LAYERED database.
This database is used to startup layered product such as VWS.
DECwindows is not layered product.
But, this problem only occurs on VMS V5.3 installed on VS3500 with KA650-BA
V5.3/VMB V2.7 (FCO-F-001).
This problem does not occur on VMS V5.3 installed on VS3500 with old revision
of KA650 such as REV V1.2/0123.
