	I have a system where I don't want DECwindows, and I want to use
    DECW$TAILOR to remove everything that is not needed, after removing
    everything I am left with 2 directories with files I really don't think
    I need.

SYS$SYSROOT:[SYS$KEYMAP.DECW.SYSTEM]	=> 45 files 270 blocks
SYS$SYSROOT:[SYSFONT.PS_FONT_METRICS.SYSTEM] => 57 files 1869 blocks

    Does VMS really need them?  Why did DECW$TAILOR not remove them?

    "VMS" doesn't need the files in [sys$keymap.decw.system] or
    the ones in [sysfont.ps_font_metrics.system]. 
    
    The keymap files are part of all VMS systems because they are 
    needed by both the workstation device support and the application
    tailoring classes. By keeping them common, we prevent the files
    from being tailored off with one class when they are still needed
    by the other class.
    
    The font metrics are used by some layered products to compute
    printer page layouts that can match exactly with the onscreen
    display fonts that DECwindows provides. Theoretically, these
    products could be used on systems that don't run DECwindows. 
    Unfortunately, I don't have all the background for why these 
    files are in the untailorable part of DECwindows.
