     We are losing highlighting on selected list box items in certain
    cases.
    
     Precondition:
    
     A list box is displayed, the item list is larger than the display 
    area, the top item of the item list is *NOT* visible, and the top
    visible item is selected (and therefore highlighed).
    
     Action:
    
     A new item is added to the top of the item list via a call to 
    Dwt.List_Box_Add_Item.
    
     Anomaly:
    
     Highlighting on the top visible item is turned off. If we scroll
    the item in *ANY* way, causing the item to be re-drawn, the
    highlighting of this item is restored.
    
     Note that highlighting of any item other than the top visible item
    is properly maintained.
    
     This problem was seen under V1 and V2 of Decwindows.
