The situation is this:
The customer has a workstation with 24 meg of memory. It's a single
user workstation with one main use. It is used to edit large files, some
include graphics. This makes large working sets a necessity.
The problem is, after WSMAX is set to 17,300 the following happens:
1) The user logs on.
2) The login box disappears, and the screen clears.
3) The 'watch' pointer appears.
4) The Icon box appears.
5) Nothing further happens. (He waited 1/2 hour and nothing).
6) The session manager process never gets created.

The decw$sm.log contains the following lines:

When WSMAX is put back to 12,500, everything runs fine.
