I was wondering if there is a way of having a option added to all
fileviews on a system. For example:
System manager installs new software on a system. All the users
are going to want to use it. Is there a file or something that
the system manager can edit to put the startup command for the
software so that all users can access it? Or would each user have
to enter it into their fileview verbs and menus themselfs.

Yes, there is a way. DECwrite and other layered products do this. It is
described in the FileView section of the DECwindows User's Guide. I
believe it's also described in a note in the FileView confernce....
