Over the weekend, I upgraded our development cluster from VMS 5.2 and
DECwindows 1.0 to VMS 5.3 and whatever version of DECwindows that comes
with 5.3.
People have previously been defining DECW$DISPLAY to " " in their
login.com to avoid the silly DECwindows debugger. Now, it prevents any
DECterm from being created.
Is there any way to get the same effect, other than manually defining
the logical before running a program?

Define DBG$DECW$DISPLAY " " to inhibit the DECwindows interface of DEBUG.
DECW$DISPLAY should be manipulated by SET DISPLAY/...
