Seems to me that you should be able to cluster windows so that you can assign
a group of windows to one icon.  Then, if you select or iconize any of the
windows, they all pop out (with the window selected getting the cursor) or are 
all iconized, respectively.  Does DECwindows have this capability?  Or, will 
this conflict with some standard already set?

I think you are describing transientFor window groups.  They are already
implemented in DECwindows.  Simply by making a popup dialog box that
is parented by a main window (for example) makes that popup dialog box
(by default) a transientFor (slave) of the main window.

Try out some applications - most of them take advantage of this feature.

    Although transient windows are a step towards what you wanted,
    when transient "slave" windows are iconified they just go
    away (they don't have icons) but the other windows (tansient parent and
    siblings) stay the same.
    
    In the X model, you probably want to use transient windows for your
    situation.
