I have MI cluster that I just move on to from a NI cluster. I am running VMS 
V5.3. When I try to create a DECterm Window on my Work station I get
insufficient privilege or file protection violatation in my account file. I get
a DECterm window created, but it doesn't finish login. I have created a zero 
block SYLOGIN.COM in my SYS$SYSROOT:[SYSMGR] with World=RE, but still get the
error. What other files would DECwindow DECterm be looking at. Most of the other
satellite on the cluster don't have the same problem. 

I do have some satellites that sometime get 

%DECW-E-TIMEOUT_CONTROL, Timeout waiting for DECterm controller to start

when they try to use VWSLAT to connect to another system. I don't know if 
this is related.

Does your account have NETMBX and TMPMBX privilege?  Are you able to log in
to the account from a terminal or via SET HOST?

Last time I've seen a similiar problem, SYS$MANAGER:DECW$*.* didn't have W:RE.
Fixing that corrected it.
