DECwindows has (regretfully) not been under one roof since Sept 1988.
Therefore it is necessary to go to specific product areas to get
field test approval.
Paul Steeves is the VMS DECwindows Product Manager
Jon Hall is the Ultrix Workstation Software product manager (Ultrix
DECwindows is the base component of UWS) and he can point you in
the right direction.
SDT is also involved in DECwindows, from a layered product/toolkit
perspective. VUIT, etc. is done over there.
From an administration point of view, there is also the DECwindows
Program Office (John Hurd, Shirley Schneider, and Jake VanNoy as the
DECwindows Architect).
If your customer is interested in OSF/Motif, there are several flavors
to consider...
OSF/Motif is going through rapid change (relatively speaking):
a) August 21, 1989 -- OSF/Motif V1.0 release with extended
version of MIT Xt Intrinsics. Generally available
internally but not to customers starting last Sept.
Check SICVAX::MOTIF notes conference.
b) End of Sept, 1989 -- DECwindows/Motif (DXm) was provided
internally (again via SICVAX::MOTIF) and the DECwindows
Program Office gave NY the okay to extend this offering
as a "technology snapshot" to customers provided a Digital
loaner product agreement was signed. See the notes conference
for official wording ( I hope no one is offended by the
snapshot comment). In general, like the binary versions
of V1.0 Motif, DECwindows/Motif was provided as is, and
although it was from Engineering, no support was available.
c) With X11R4 bolstering the underlying Xlib and Xt Intrinsics
that Motif is based on, Motif from OSF and Digital needs to
be shifted to work with X11R4. Here discussions with
the appropriate VMS or UWS product manager as required.
d) OSF/Motif V1.1 will be based on X11R4 from OSF and is expected
in the April/May timeframe. Included in that release will
be a fully supported UIL implementation. [ Note UIL is
a formal part of the OSF Motif offering, however some OSF
members were sensistive to UIL be generally supported
without a complete test suite available -- this has now
been corrected.]
e) OSF/Motif V2.0 is the subject of the next SIGUEC session
and have lots of interesting issues to be resolved.

in the SICVAX::MOTIF notes conference.
Although not stated up front, DECwindows is a program with several
rather robust implementations, including VMS and ULTRIX Workstation
Software. DECwindows is not just a toolkit, but rather:
a) a high quality, well-engineered implementation of X11
server, Xlib, and Xt Intrinsics
b) a growing set of system software (session manager, fileview,
window manager (often lumped in with toolkit)
c) a toolkit, once solely XUI based, now transitioning to Motif
d) a growing set of Desktop Productivity Tools (dxcalendar,
cardfiler, etc.
e) Digital and third party layered software products, including
DECwrite, DECchart, DECdecision, VAXSet, etc...)
