I'll answer part of that...
For layered applications, there is DECwrite, a WYSIWYG document
editor. V1.0 is currently available, see the notesfile, QUEEN::DECWRITE,
for more info and future plans.
DECdecision is also available - it consists of 4 components: DECchart
(for graphing data), Calc (spreadsheet), Access (database management
system), and Builder (to automatically record and re-run tasks across
all components). See note #2034 for the latest kit, T1.1 (IFT of V1.1)
and REGAL::DECdecision (KP7 to add) for more info and future plans.

That's DECwindows (plural, not singular, no slash in the name). DECwindows
right now includes a X11 server to support our graphics hardware, Xlib (the
C bindings for the X11 client interface), a set of Xlib bindings compatible with
the VMS Common Language Environment (so you can call them from languages other
than C), the XUI Toolkit and UIL User Interface Language compiler, and various
out-of-the-box applications (Calendar, Cardfiler, Notepad editor, Bookreader,
Mail, Puzzle, Calculator, User Executive (VUE, UUE)).
In the future, DECwindows will support OSF/Motif as its primary Toolkit.

Various software development tools: our VMS language compilers, LSE, SCA,
VAX DEBUG, PCA, CMS, DTM, DECdesign. A lot more to come in this area in the

ALL-IN-1 Phase II, a DECwindows-based version of the popular office
automation software, has been program-announced externally.
An Application Developer's Widget Set is internally now in Phase 0
(SVN, GObE, and Neted are in the bunch).
