    Insignia Solutions has reported a problem with using function keys
    on VMS DECwindows. Here is the report:

    VMS DECwindows function keys F1 - F5: These keys when pressed together
    with the Control key cause the OS and/or window system to do strange
    things. Several DOS applications need Control-Function keys to work.
    Request either a mode which ensures that ALL keys on the keyboard
    deliver down codes when pressed and up codes when released. SoftPC will
    guarantee to restore the default mode when it gives up focus to
    another window. Ideally the keyboard should go into this mode when X
    autorepeat is switched off and back when it is switched on again.
    
    EFFECT: Cannont use CONTROL-Fx where x is one of 1 to 5. If fixed
    according to our recommendation there will be no delay to SoftPC
    schedules. Otherwise software and the manuals will need to be
    adapted.

You can control the operator window key definition from the keyboard dialog
box invoked from the session manager customize pulldown. You can customize it
to use shift or control modifier with either f1 or f2.

There is no user interface for controlling the key sequence for the keyboard
as a alternate pointer device thru the arrow keys. That mode is entered thru
control-f3.

There are driver qio calls to define the operator window key to any key and
the same is true for the keyboard as a pointer function. See the device driver
manual for details.

    I shall relay the answer to Insignia.
    
    BTW: Have not heard whether they have fixed their autorepeat
         problem with VMS 5.3.

    Looks like Insignia will have to shift the PC function
    key map to avoid the use of F1-F5.
