It's not a DECwindows Programming Cookbook that you need, but the Hacker's Guide to DECwindows Programming... Anyway, I don't think there's a supported mechanism fo doing what you want to do. There's an interesting hack probably described in the DW_EXAMPLES conference which let you find the window which currently has the own input focus, then walks up the hierarchy, massages the toplevel window and talks to the window manager.
