This is a bug in the version 1 Bookreader which is fixed in the
version 2 DECwindows Bookreader which is bundled with 5.3.

| We (CLT) use DFS. We have a single library, currently around 175 books,
that we serve to the entire cost center. Works very well.
There are more detailed discussions on this in the bulova::bookreader
notesfile. There are also some tricks there for using distributed libraries.

Nope sorry, DECwindows V2 needs some new functionality that was
added to VMS V5.2. The latest 5.3 kit (T5.3) was just announced
a couple of days ago.
