This message was encountered when using the debugger to
debug a C DECwindows program.  The only documentation I've
found about this error just says "no message".  The QAR database
was no help either.

Can anyone translate this for me so I can help a customer?

    Try asking in the TURRIS::DEBUG conference.  I tried the obvious of
    doing a SET MESSAGE SYS$MESSAGE:DBGTBKMSG, but that didn't help.
