How can I get the session manager to re read it's defaults.
From session manager?
Under program control? 

 Particularly the file SYS$LOGIN:DECW$SM_GENERAL.DAT and system file
 SYS$COMMON:[DECW$DEFAULTS.SYSTEM]DECW$SESSION.DAT.

Also, the first file noted contains saved defaults for the "user" including
      any application definitions he may add.

      The second file contains the default application defs for the "system".
      (system, or cluster wide)

question: Is there a "Public" SESSION.DAT or what have you that application 
	  defs could be inserted for everyone on the cluster to use?

    You have to quit the session and log back in to get the session
    manager to re-read decw$session.dat.   decw$sm_general.dat will be
    re-read when you select "Use Last Saved Settings" from the Customize
    window.
    
    In V2, there is no supported mechanism for adding applications on a
    system wide basis (to the session manager).   It is on the list of
    enhancements for a future release.
