We've been trying to do a simple cut and paste between 2 DECwrite
documents using version 1.0 (so it says on the banner):
apparently each document has its own clipboard so the paste operation
doesn't transfer the cut portion from 1 to the other it just repastes
whatever was is that document's clipboard before.
Is there some hidden option to say we want 1 clipboard per document,
which surely shouldn't be the default since it's not exactly very
standard/useful!

There is a conference devoted to DECwrite at QUEEN::EPIC.
But to answer your question, DECwrite does not support the DECwindows
clipboard for inter-application cut and paste. If you invoke DECwrite
twice so that you can edit two different documents, you will not be
able to do any constructive transfers of content between the two
documents.
Instead, invoke DECwrite once and open all your DECwrite documents from
that one DECwrite session. DECwrite maintains its own notion of a
clipboard per DECwrite session, which is fully functional for
transferring all forms of content between documents.
For simple text transfers, DECwrite supports the global selection
mechanism.
