Your question/requirement is not very clear.
What software/OS is running on the VAX?
What kind of PC hardware and base OS software....CPU..memory etc.
DITTO for the HP machine.
Methinks TCP/IP with xterm should be adequate ..because it would be the
easiest and cheapest to implement in the PC X11 world.

How can a customer establish multiple terminal sessions (3 to 4)
to an H/P 950? Text? Graphics?
We can use either PC's or Workstations running VMS or ULTRIX.
Can this be done through DECterm?

It is still not clear if the HP is running UCX (Unix) or MPE.
If it is running UCX, then DECterm (or xterm) with Ultrix/TCP-IP, is a good
idea. If they want VMS, then look for a third party that can provide an
X11 TCP/IP interface. This is because Digital doesn't have a VMS TCP/IP
product for X11 yet...and also, HP is not Decnet/X11 compliant (at least, not
yet).

| We now have two customers interested in this type of emulation.
1) One wants to open an DECterm type window on either of to two H/P
3000's, one Series 70 and one Series 950, both are running MPE-XL V1.2.
The method of conntection is up to us (TCP/IP or direct connect through reverse
LAT...) as is the device (PC, VMS or ULTRIX).
They want to have three terminal windows to the H/P systems and one to a VAX
system.
2) A second customer visited an IBM connectivity center in Dallas saw a PS/2
open windows simultaneously on H/P (both 9000 and 1000 running RTE, full block
mode), IBM 4341 and a VAX. They approached us and asked if we could do this on
a Workstation. Also, can we do it under TCP/IP.
Do we have any terminal emulation products that could help us? Can we do this
in a DECterm? Can we create a VAXpc window and run a PC H/P emulator in that
window? What would the performance be?

This is very easy stuff for UlLTRIX using TCP/IP, although the HP MPE
system won't probably have X.. but TCP is enuff to allow the HPs to talk to
UlLTRIX terminal sessions. I believe VMS could can handle this using
DECnet/3rd party software (eg. Wollongong).

Again, it is important that you tell us what software is running on the IBM 4341.
Ultrix has basic 3270 and some bisync caspabilities. VMS should do this very well today.
Also, there are plans to support IBM 3279 terminals in DECwindows (both
ULTRIX and VMS). Ask product management (NAC.. I believe, is the place to ask).
