    I have a customer that claims that with version 4.X of VMS he could
    log in 2 users on a vaxstation.  Now with VMS 5.1-B (running DECwindows
    on a VAXstation 3100) he is unable to do this.  He wants to be able
    to have one user logged in locally running DECwindows, while the
    system manager does a SET HOST to perform system type operations
    over the network (ie, 2 USERS!).  Currently for him to do this the
    local user must log off so that the system manager can log in over
    the network.
    I examined their VMS license PAK and found that they have a two
    user license PAK, but that DECwindows utilizes both of those users
    when activated.
    
    My questions are:
    
      1. Why does a single DECwindows user take up "2 user license" or is this
         a bug or a DECwindows setup problem?                              
          (If this is a bug or setup problem, how do I fix it?)
    
      2. Does a "2 user license" on a workstation mean that:
           A. Two users may use DECwindows at the same time (one locally
              and one over the network) on a workstation.
    
           B. Two users may log on to a workstation (one locally using
              DECwindows and one over the network on a VTxx terminal).
    
           C. A "2 user license" = ONE DECwindows user on our workstations.
              (If this is true, why do we sell a "2 user license"

There has been quite a bit of discussion of this question in the conference
already.  I would suggest you try doing a directory.

The bottom line is that a 2 user license is really a 1 one user license
with a slot to allow system management while the system is in use.  Since
what your customer is trying to do is within that scope he should be able
to do it.
