We support remote clients, but we don't support the session manager
running remotely. It sort of works, but there are holes in it.

| Running the session manager remotely is not officially supported,
at least on VMS. As far as we know it works. One limitation is that
the customization of the Operator Window keys is no-op'ed when
running remotely.
