    I use the arrow keys quite often and would like to change the
    toggle from CTRL-F3 to F14.  Can some tell me the resource name for
    this and what file to place it in?

	CTRL F3 is handled by the keyboard device driver. You can change the value using a $QIO request. See the VMS DECwindows Device Driver Manual page 2-29.
