    DECW$SYLOGIN.COM still gets deleted by upgrading VMS as of the VMS V5.2
    IFT Update.
    
    This shouldn't happen. In common with other such files in SYS$MANAGER:,
    it should be renamed to PRE_UPGRADE or something.
