	I'm using a DECWindows 1.0 on VMS V5.1 and experienced the
    	following:
    
    	I switched from the SYSTEM DEFAULT keyboard to the 
    	AUSTRIAN-GERMAN keyboard, "LK201 NG TW" and APPLYed it.
    	Everything worked fine. 
    
    	After I was done, I switched back to the SYSTEM DEFAULT
    	When I tried to use the arrow keys on my keyboard,
        the POINTER moved up, down, right or left depending
    	on the arrow key being used. 
    	I couldn't use the arrow keys in any other application or
    	window activated. 
    	Ending the whole session and starting a new one didn't help
    	either.
    	Finally, I ended up doing a shutdown and reboot which fixed
    	it.
    	Any help or similar experience in regards to that?

     If you use
     
                           ctrl-F3
     
     that will toggle you from "normal" into the state where the
     arrow keys move the pointer.  I think it is a little more than
     that, for example, hold down the arrow key and eventually
     the pointer moves faster.  Using the Select key is like
     pressing the left button on the mouse, etc. for Prev Screen
     and Next Screen and the other mouse buttons.  I don't know
     about shift-Select.  Also, when you are in this state the
     "Wait" light on the keyboard is on.
     
     Using ctrl-F3 again will toggle you back to the normal
     state.
