Our government contractors are required to account for computer
usage on their contracts.
They typically use their own accounting programs that
run upon login and logout. (VMS accounting is typically not enough
to satisfy the government auditors.)
DECwindows workstations present a problem for them with new ways
of using local and remote resources.
Is anyone addressing this issue?

As time goes by people won't be using "computers" they'll be using
"networks".
Metering and reporting all usage of all resources on a network-wide
basis would likely have a material impact on the network itself.
Perhaps the place to go into detail on what your accounting
requirements are is VMSNOTES or DECNETVAX for VMS, ULTRIX for ULTRIX,
and DNA for Digital Network Architecture issues, but this isn't limited
to DECwindows.
