Is there any documentation, internal if need be, about policies of
the VMS DECwindows window manager?

The Xlib documentation is pretty much aimed at the general case.
It therefore cannot be too specific about what exactly happens when
you do something which might get reported to the window manager.

For example, a given WM might or might not respond to changes
to the WM_NORMAL_HINTS property.  A given WM might or might not
respond to intercepted configuration change requests resulting from
a call to XConfigureWindow.   The WM might or might not
honour the size and position arguments presented in the XCreateWindow
call which creates the window.

It sure would be nice to know what our window manager actually does,
rather than all these "maybes".   I understand that I ought to be
writing code which works with any window manager, but I'd still
like to understand exactly how things work with the WM I know
and love.
