It wasn't clear to me which Version of VMS you were running.
If you have SDC V5.1 and a spare RD54, you can put a virgin VMS V5.1 system
on the disk with SYS$UPDATE:VMSKITBLD. It's not nearly as time consuming as
re-installing all the kits.
