I am trying to use the Icon Box as a control panel:
Icons would be positioned in the Icon Box to create
in miniature the same geometric pattern the windows
make on the screen.

Is there any way to fix (i.e. specify) the position
of an application's icon in the Icon Box
when it starts up?
