I'm helping out a friend to start a hot line for women. It is different
from rape crisis hot line or other types of hot line. This particular hot 
line is intended for any woman who wants to have someone to talk to, and 
about any topic that she wants to talk about. It is still in a conceptual 
stage. Neither my friend nor I have any experience with starting a hot line.
We are not quite sure what procedure to go through to get government funding.
I would appreciate it if someone can give me suggestions on where to start,
and point me in the right direction.

    One good way would be to call up on one of the existing hotlines,
    and ask how they got established...
    
    You could call up one, apologize for using the hotline, but explain
    that you had no other way to contact the hotline itself, and is
    there a standard number that you could call back on, so as to not
    tie up the hotline with non-crucial conversation...
    
    One of the better known hotlines (or, the one with the easiest jingle
    to remember) saw it on T.V.:  1-800-COCAINE

    	I was a hotline volunteer in the early 70s for the Waltham (MA)
    	hotline. We were located in an unused  part of the Hospital.
    	We had a Doctor and a Psychiatrist heading up the staff. All
    	volunteers were screened and trained.
                                                    
    	We were funded by the city as part of their drug program. People
    	could call us to bring incapiciated friends to the hospital.
    
    	This was not a job for the meek (in the 70s). I had a few suicide
    	calls, a few sexual proposals and LOTs of drug questions. 
    	We always had on male and one female volunteer on duty and were
    	open 7 nights a week all year (My girlfriend at the time and
    	I worked one New Years Eve!).
    
    	I feel we did a service to the community. The hotline was closed
    	down in 1975. We began getting fewer and fewer calls.

    If you need any encouragement, I think this hotline sounds like
    a great idea.  
    
    You might want to check into the legal aspect of who can and who cannot
    give advice through your hotline. Federal or state laws may require
    certain types of training for the people on your end of the phone
    line.
