    I have a friend in the UK who wants to employ someone to design a Web
    site for his startup company.
    
    Any 'best' ways of going about this? Is he best employing a contractor
    or giving it to a company?
    
    How much do these things cost in the UK?

    Speaking as a director of a company that does just this...
    
    It all depends on a) How much he wants to spend
                      b) How complicated he wants the page to be
                      c) how much control over the design he wishes
    		      d) Is ordering of goods required
    
    Be careful there are a *lot* of cowboys overing design services out
    there, go to a company whoose results you can SEE or go with a
    contractor you can watch over!

I echo .1. For my customers outside of Digital, I force them to answer a simple
question:

Why do you want to risk looking like a fool in front of millions of people?

This forces the conversation into not only goals, but definite marketing 
objectives such as:

I want to develop a list of N thousand visitor within 30 days, or

I want to moderate discussions regarding my product technology for up to
Y prospects ofr Z hours per week....

blah blah blah.

Once you know the objectives, you can make rational decisions on how to implement,

including technology, people, and money.

After saying that, find someone local whose work in your targeted technologies you can see.

	I'd also ask for a list of URL's of Web pages that they've designed
  along with a list of names and phone numbers of the people in those
  companies for which those web pages were designed and get their feedback.
