FYI, it is documented in both the VMS release notes and in the SRM
console release notes that OpenVMS only supports MEMORY_TEST=FULL.

FWIW, Digital UNIX has problems here as well. OpenVMS does not support
partial memory testing. UNIX does, but there are problems that are not
yet understood. NT does, but that simply means the untested (by XSROM)
memory doesn't get tested at all..

VMS has plans in place to eventually add support for partially-tested
memory in a future release, including VMS testing of memory during
and/or after boot. UNIX tests untested memory today, but has backed off
from officially supporting 4100/4000 with MEMORY_TEST=ONE/PARTIAL til
the UNIX panics during boot are understood and fixed.

The next release of console's release notes (V4.8) will add a statement
that indicates MEMORY_TEST must be set FULL for both VMS and UNIX.
